Mission-critical recruitment partner

Recruitment support built for programmes that cannot afford drift.

HMJ supports data centre, commissioning, MEP, CSA and GMP delivery teams across Europe. We combine specialist shortlisting with cross-border mobilisation, payroll clarity and contractor care so hiring decisions hold up once work starts on site.

How HMJ developed

Built around the demands of fast-track delivery across Europe

Our operating model has been shaped by hyperscale expansion, commissioning-heavy programmes and regulated clean utilities work, where recruitment only adds value when it reflects what is happening on site.

Phase 1

Data-centre foundations

Early work centred on live hyperscale construction programmes where hiring pace and site-readiness had to line up.

That meant learning quickly how package sequencing, reporting lines and start dates affect whether a shortlist is genuinely useful.

Phase 2

Cross-border mobilisation playbook

As projects widened geographically, recruitment had to connect with compliance, onboarding, travel realities and payroll clarity.

HMJ developed a more structured approach to documentation, contractor communication and mobilisation support across European markets.

Phase 3

Pharma and clean utilities support

Regulated projects added a different layer of discipline around documentation, qualification and site procedures.

That experience sharpened how HMJ briefs candidates, supports onboarding and aligns hiring to cleanroom and GMP environments.

Current

Integrated delivery support

Today HMJ supports clients through the full journey from scope review and shortlisting to mobilisation, payroll and live contractor care.

The focus stays practical: reduce friction, keep documentation moving and help project teams retain the people they have worked hard to secure.

Featured programme stories

Representative briefs shaped by pace, mobilisation and delivery fit

HMJ is typically brought in when a programme needs more than CV flow. These anonymised examples show the kind of support that matters when project teams are hiring against live milestones.

Hyperscale campus support

Helping a Frankfurt expansion add delivery-critical hires without slowing the programme

HMJ supported a live expansion team that needed CSA, MEP and commissioning contractors introduced in sequence as packages moved from install into turnover. The brief was less about volume than fit: people who could step into active interfaces, clear site onboarding and stay productive through changing release dates.

  • Shortlists aligned to live package priorities rather than generic titles
  • Mobilisation planning coordinated against access, induction and rotation dates
  • Payroll and contractor queries handled through one route after start
Commissioning mobilisation

Backing a Benelux ramp-up where commissioning demand moved faster than local availability

As turnover activities accelerated, the project needed electrical, controls and commissioning support from multiple markets. HMJ helped widen the search, coordinate documentation early and keep onboarding conversations practical for contractors relocating at short notice.

  • Cross-border readiness checks before offer stage
  • Compliance coordination with onboarding teams
  • Clear pre-start communication around payroll, accommodation and reporting lines
GMP / clean utilities

Supporting regulated project teams with hires who could work inside documentation-heavy environments

For clean utilities and GMP packages, the challenge was matching technical capability with the discipline needed around validation, change control and site procedures. HMJ focused on candidates who were comfortable in structured project settings and clients who needed dependable onboarding.

  • Role briefs written around qualification gates and site expectations
  • Candidate packs prepared with documentation and right-to-work clarity
  • Ongoing support for extensions, payroll rhythm and contractor continuity

Delivery model

A structured route from scope review to live contractor support

HMJ works best when recruitment is tied to delivery sequence rather than treated as a standalone admin task. The process below is how briefs stay grounded, mobilisation stays organised and contractors stay supported once they start.

01

Brief / scope review

We clarify package pressure, reporting lines, shift patterns and what the role needs to solve on site.

02

Shortlist & role fit

Candidates are screened against live delivery context, not just discipline keywords or headline titles.

03

Compliance & documentation

Right-to-work, insurance, site paperwork and supporting documents are organised before they become a bottleneck.

04

Onboarding & mobilisation

Travel, induction timing, accommodation expectations and site contacts are confirmed so starts feel controlled.

05

Payroll & live support

Once contractors are on site, HMJ stays involved through payroll, check-ins, extensions and continuity planning.

Market insights

What HMJ is seeing across data-centre, commissioning and regulated delivery hiring

These seeded briefings are written to reflect the conversations happening around mobilisation, retention and project readiness on live European programmes.

Commissioning outlook

Why commissioning talent is tightening across European programmes

Demand is no longer concentrated only in the lead roles. Projects are looking for people who can bridge install, turnover, systems interaction and handover readiness, often across multiple locations at once.

That puts pressure on availability, especially when schedules shift and teams need contractors who are documentation-ready as well as technically credible.

Mobilisation

What clients need in place before cross-border mobilisation

Offer acceptance is only one part of the journey. Projects move faster when right-to-work, insurance, onboarding windows and payroll expectations are discussed before travel is booked.

Payroll

Why payroll and onboarding matter so much on fast-track projects

Contractors will tolerate pressure better than uncertainty. Clear timesheet routes, payment cadence and pre-start communication often do as much for retention as the rate itself.

Support roles

Demand is rising beyond core engineering hires

Programmes increasingly need planners, document controllers, QA support, turnover admins and contractor-facing coordinators to keep package teams moving.

Retention

Project schedules have a direct effect on contractor retention

When start dates move repeatedly or site expectations are vague, confidence drops. The programmes that hold people best tend to communicate earlier and manage changes more cleanly.

Pharma / clean utilities

Documentation-ready hires are increasingly important on regulated packages

Technical fit still matters, but projects are putting more value on people who understand structured procedures, change control and the realities of validated environments.

Leadership & support

People who keep delivery support practical, visible and commercially clear

This section introduces the people behind HMJ's recruitment, mobilisation and support delivery across live programmes.

Project feedback

What stakeholders value once teams are live on site

These anonymised comments reflect the kind of feedback HMJ aims to earn: practical support, fewer surprises and people who arrive ready to contribute.

“HMJ handled the recruitment side like part of the delivery team. The shortlist quality was strong, onboarding was organised and the contractors understood the site reality before they arrived.”

Programme Director Hyperscale data-centre expansion, continental Europe

“On a regulated package, documentation quality and communication mattered just as much as technical fit. HMJ kept both moving without overcomplicating the process.”

Project Lead GMP utilities programme, Benelux

“What stood out was the follow-through after start date. Payroll questions, extensions and site issues all had a clear route, which helped us keep people engaged through a changing schedule.”

The compliance model behind HMJ is designed to support live programmes across the UK and Europe with practical, documented, and transparent operating discipline.

Our EU compliance infrastructure has been built and tested across live programmes in Ireland, the Netherlands, Germany, Finland, and beyond.
